Java Developer for the Norwegian Tax Administration!

We are looking for a Java developer with experience from modern development projects within cross-functional development teams. Our primary focus is to bring in a self-driven and skilled Java programmer. The tasks will involve both backend development with microservice components and shared components based on Java, as well as frontend programming (JavaScript/TypeScript, React).

Background

The National Population Register forms a critically important part of society's infrastructure and has contributed to significant efficiency gains across Norwegian society. The register is central to public person-related case handling and planning, and for large parts of the private sector the Population Register is an essential source of information for carrying out statutory tasks.

A management organisation comprising three development teams has been established, working closely with the business side to further develop the Population Register. As many of the consultant agreements for resources associated with the management function are expiring, there is a need to advertise new agreements for these roles. In this context, resources are now being sought for development, functional management, process management and technical architecture.

Project Description

The Java platform is used for development. The architecture supports a service-oriented, event-driven architecture making use of shared components and microservices. The architecture places particularly high demands on robustness, stability and performance.

The working method will be based on agile development, in accordance with the agency's methodology, FSUM, with cross-functional development teams, where standard development tasks include for example:

• Development of microservice components based on Java and Kotlin, integrated into distributed services with continuous operation using REST interfaces and standardised security architecture, and mechanisms such as idempotency and distributed coordination for robustness and uptime
• Development of user interfaces in JavaScript
• Test-driven development – unit tests, system, integration tests, operational and performance tests
• Ensuring that quality is built into the entire development process, so that the solution is at all times ready for production and ongoing transition to management

Team

The team leader exercises management for this assignment, both through ongoing dialogue and via the agency's tools for work tasks in the delivery of outputs.

Work Tasks

Process and work management responsibilities:

• Developing and maintaining assigned components, ensuring good flow and pace in collaboration with others within and outside the team, and ensuring agreed quality in production-ready components
• Ensuring that work is carried out in accordance with the agency's architecture and agile development methods as well as established patterns
• Ensuring that non-functional requirements (NFRs) have been assessed and the solution implemented in accordance with the relevant requirements
• Planning and setting the framework for work on architecture clarifications, solution design, development and testing, operations and production
• Good flow in work and securing necessary clarifications with relevant stakeholders and necessary coordination for end-to-end solution integrity
• Identifying deviations and implementing corrective measures
• Ensuring good code quality in accordance with the agency's best practices so that the codebase is straightforward to maintain going forward

Delivery responsibilities:

• Implemented technical requirements for monitoring (logging, tracing, metrics, dashboards, etc.) and other non-functional requirements
• Implemented functionality and architecture for user stories in the development team's product backlog in accordance with acceptance criteria
• Bug fixes
• Conducting code reviews and quality-assuring existing and new code
• Implemented tests ensuring good test coverage and automated tests
• Detailed architecture for solutions
• Improved build and deployment pipeline as well as source code version control system as needed
• Improved established solution patterns as needed
• Documented developed solutions
• Contributing to the preparation and quality assurance of user stories as needed

Competency Requirements

Must have:

• Senior level: at least 4 to 7 years' experience in a comparable role
• Java
• Kotlin
• Microservice architecture and REST interfaces (Spring Boot, JAX-RS/Jersey)
• Agile development and test-driven development
• Kubernetes / container-based platform with continuous delivery, preferably OpenShift
• Frontend for case handling: JavaScript/TypeScript and React
• SQL-based relational databases and data modelling
• Interface design: JSON, OpenAPI and XML/XSD

Nice to have:

• Architecture work and architectural responsibility on Java projects
• Redux and Node
• SOAP (JAX-WS), JAXB and Atom feeds, commonly used in legacy public sector integrations
• Security with SAML and JWT
• Maven, Git and Jenkins (practically expected of all senior consultants)
• Monitoring with logging, tracing, metrics and dashboards
• Jira and Confluence
• Digdir's security architecture
• Experience with complex system landscapes involving large data volumes and high performance requirements
