Senior backend/fullstack Kotlin developer with RabbitMQ, long-term contract Tønsberg!

The Norwegian Election Authority (Valgdirektoratet) is seeking one (1) senior-level backend/fullstack software developer for a temporary capacity increase in connection with the development and preparation of applications in the EVA portfolio. The consultant will contribute from immediately after contract signing until 31 December 2027, with up to 100% engagement. The client holds an option for 2 extensions of 6 months each (2x6 months).

Background

Valgdirektoratet is subordinate to the Ministry of Local Government and Regional Development and has delegated responsibility for the operational conduct of elections nationwide. Municipalities and county authorities are responsible for the practical implementation of elections. Valgdirektoratet supports municipalities and county authorities in this work. As part of this support, the directorate manages an electronic election administration system (EVA), which all municipalities and county authorities across the country use in conducting elections. Valgdirektoratet is responsible for the operation and development of the EVA portfolio. Valgdirektoratet is based in Tønsberg.

The EVA portfolio is under continuous improvement and contains various modules, all of which are used during the conduct of elections. Valgdirektoratet requires a temporary increase in backend/fullstack capacity in connection with the development and preparation of applications in the EVA portfolio.

Project Description

The consultant will contribute in the following ways:

The consultant must be able to analyse, understand, troubleshoot and further develop existing codebases independently. The candidate must be able to justify technical decisions, assess the consequences of changes, and explain how errors are identified and resolved. The use of development tools, including AI-based tools, cannot replace the professional competence required to carry out the assignment.

The consultant must be quality-conscious regarding the code delivered, for example in terms of modelling, monitoring and testing. The working language is Norwegian, and good oral and written Norwegian skills are therefore a requirement. Good English skills, both oral and written, are also required. The consultant must be eligible for authorisation at the RESTRICTED level in accordance with the Security Act §5-3. Failure to obtain authorisation will mean that the consultant cannot be used in the assignment.

To the extent Valgdirektoratet wishes, the consultant shall also participate in other activities related to Valgdirektoratet's portfolio.

Award criteria:

• Expected delivery quality (all elements of the supplier's tender, except price), weighted 70%
• Price (all priced elements of the supplier's tender are assessed here), weighted 30%

As part of the tender evaluation in the award phase, Valgdirektoratet reserves the right to invite a selection of tenderers (up to 3 and a maximum of 5 tenderers) to a tender presentation to present their bids, including the proposed consultant. The selection will be made on the basis of the evaluation of the award criteria, where the 3–5 highest-ranked will be invited to the tender presentation. The tender presentation will be used to verify information provided in the tender, including the candidate's technical competence, communication skills and ability to account for previous assignments.

Tender presentations will tentatively be held digitally via Teams in weeks 46/47.

The client reserves the right to verify the candidate's technical understanding and personal suitability through interviews and/or practical tasks based on analysis, troubleshooting or further development of existing code.
